Pauperism and poverty as a social and historical phenomenon: the ambivalence of contemporary perspectives, individual and collective strategies of the poor and instrumentation of solutions
The social policy of the transatlantic civilization is apparently at a crossroads. The “forgotten” contradiction between the poor and the rich is reappearing. The current economic and social situation, including of the welfare state, brings about the need to seek inspiration in the past social practice. It is useful to recall the genesis of the care of the poor and draw attention to the models of its implementation from the mid-18th century to the middle of the 20th century by means of historical review.
